Does every part of a cannabis plant contain THC?(eg. seeds, stems).
Even if it's the smallest amount?

No, not EVERY part has THC. Delta-9-tetrahydrocannabinol is found in leaves, buds, stems, and a very small trace in roots, but so little in roots you couldnt use it for ANYTHING. The seeds contain absolutly NO THC-9 which is why they are legal in most countries, even where growing is illegal. America is one that decides even seeds should be illegal, which is silly. The only illegal part of cannabis is THC and seeds contain none so i dont know why they think they can make seeds illegal too!
