flowering period
The flowering period is another expression for 'budding phase'; when the plant actually begins producing hormones and auxins specifically for the production of resin covered seed pods that we don't want pollinated.

The beauty of it is -- you decide how long you want your plant to grow in the vegetative state before flowering. Although, a clear indication of the right time to flower is when it begins producing alternating nodes.

If it doesn't flower it's probably still in vegetative growth because it's the middle of Summer outdoors, for example, and it's not a short ruderalis. Or, you forgot to switch over to 12/12 indoors, which you can read all about..
