That's actually very excellent news...

Now when spring breakers go to Mexico, the cops won't be able to exploit the college students by placing drugs on them, and then arresting them and locking them up for days until they pay up (oh, it does happen).

Of course the cops will probably find something else to set people up with. But at least they can buy weed now without going to jail
