it could be legal bud and that slightly buzz you got is from the legal bud
or
there is the kind of bud (rarely) that looks and smells good but has very low potency but other than that i dont know what the hell it could be

the thing i can't get past is the "a bit crystally" part you put in the description of the weed. if it has THC crystals, i can't understand why you wouldn't get stoned.
