Was the paper towel moist? Not soaking wet... no, just moist.

And, did you have them over a "warm" heat source?

also not to warm on heat sorce and i'd soak in glass water 30 min befor towl and once root sprouts 1/4 inch little less plant don;t let it get to long. There are dud Seeds some wont sprout.
