im fairly sure you dont fill up both chambers, even with an ashcather, unless your catcher is completely water tight and sealed.

the base is for water, you should ONLY fill the base with water, the chambers are for smoke, if there is no empty space, then where will the smoke be? roors are supposed to be bongs that fuck u up crazy cause of the large volume of smoke. you dont fill the whole bong with water.
