YES YES YES AND YES!!!
Horse manure is a great organic soil.
You can also put some horse manure into a barrel(I use a 50 Gallon Drum) about 25% full of manure and then add some water just enough to cover it up. Dont cap the barrel rain water is wanted also.
In a few days you will see it bubbling/working.
This is a good and cheap Nutrient method. You may have to use a fert meter to make sure its not to strong to add to plants it may have to first be deluted.

NOTE: With using Horse Manure be careful make sure you have added perlite to it. Manure doesnt drain well and without perlite it can cause problems.
Also if the manure has worms in it be sure to NEVER use it because your plants will get worms and they are hard to get ride of.
