The first step is to find a good solvent. First of all the chemical in question must be able to dissolve fully in this solvent and secondly the solvent must evaporate at a low temperature.
Water for instance would be a poor solvent to use because it will not dry out very quickly. Ethanol is a primary solvent for such jobs because it evaporates quickly, but everything depends on what chemical specifically.
