The first step is to find a good solvent. First of all the chemical in question must be able to dissolve fully in this solvent and secondly the solvent must evaporate at a low temperature.
Water for instance would be a poor solvent to use because it will not dry out very quickly. Ethanol is a primary solvent for such jobs because it evaporates quickly, but everything depends on what chemical specifically.

Well, really what I'm asking is how would you (step by step) lace a join or even lace weed with a chemical such as 2c-i?

I think ethanol is the solvent you want here. You dissolve the chemical in ethanol, a very concentated solution, then place the desired dose on the joint, dropwise. The alchohol will evaporate, leaving the drug on the joint. But if you want to smoke 2c-i then on foil like meth would be the best way.

If the joint is in a bag moving around, will the 2c-i get scraped off it? If so, is it a tiny amount or enough to make a difference? Would Vodka work, because I don't have ethanol?

The active ingredient in vodka is ethanol. Ethanol is the name for grain alcohol, the kind that people drink.

Maybe just sprinkle it on the weed as you roll? The paper should hold it in, not sure how well it will work smoked that way.

Would it work if I made a vodka/2c-i mix (1mg/drop) and put 5 drops on the weed before I rolled it and then let the joint dry?

The technique sounds fine, but I don't think that dose is gonna be enough.

    Well it's smoked...so shouldn't it take less?
