Another problem with your theory is that magic mushrooms already grow everywhere and the government doesn't even have the manpower or money to destroy them... theyre still illegal. Besides, George Washington already tried to grow "indian hemp" everywhere, and he thought it was a great plant, but later on everyone got into growing cotton and saw that if people continued growing hemp they would be out of buisiness (since hemp is such a better product) so they started all thier marijuana propaganda and look where that leaves us...
