OK, sorry...common sense dictates that to leave the ballast on at all times, you would have to put the relay inline between the capacitor and the mogul base...i.e. take your light chord and cut it in two, leaving a pigtail off/at the capacitor that can be spliced with the relay that will allow current up the chord to the lamp.
