It's best to take clones as early in the veg process as you can so the plant has plenty of time to recover. They recover faster in the veg cycle then in the flower cycle. When you cut clones from a mother then she is always in the veg cycle so just about anytime is good for her. Just make sure you give her time to recover in-between cuttings is all.

You can clone from a flowering plant it's just the odds of success go down the longer it is in flower before you cut a clone. You really want to have the veg antioxidants more then the flower antioxidants when you cut a clone.
