The best way to know when you flower is when the plant tells you, it will start to form pre-flowers. If this doesnt happen, look out for alternating nodes, and then put it into 12/12 with a red spectrum flou.

I have some babies that are a few weeks old. one is doing well but the others are kind of short. I am using floros and don't know if they are cold or hot. They have been running 14 hours on/10 off. i have been reading how people "make" the plant flower by changing the lighting times. What do i need to do to make them flower when it is time?
