Are they warm? And in a dark place?
They can take anything from 24 hours to 10 days.
How old are they?

that's not really a dark place if the plates are out in the sun. the sun is bright and paper plates are not good at stopping light.
I suggest getting a small tupperware will hold moisture in the air better than plates container and put the seeds in there with the towels. Then go set the container in a warm completely dark place.
But other than that, it could just be the seeds.
Just a thought.

it can work to put them straight into soil. It did for me. The "tried-and-true" paper towel method may be statistically better, and there's some satisfaction in seeing the taproot...but also consider potential damage to the taproot when transferring seed to soil.
But then again, this is an older thread, so it's probably either worked or hasn't by now.
