Mother plant size needed

The stronger the light the stronger the plant....and its offspring.

I was recently told this.

Can anyone else comment on this?

Say, I have a mother plant... small... 2sq.ft.
Now, say I have one 42W CFL over it...

My question::: Will the low light level cause the plant to "change" its genetics?

Is this true?
