Canada Scraps Plans to Legalize Marijuana
Canada's new conservative prime minister said Monday that Ottawa does not intend to reintroduce legislation to legalize small amounts of marijuana.
Speaking to the Canadian Professional Police Association about his crime policies, Prime Minister Stephen Harper said the legislation drawn up by the previous Liberal government would not be reintroduced when the new Parliament sits Monday.
The bill, which had alarmed law enforcement officials in Canada and the United States, died on the floor of the House of Commons after the Liberal Party lost elections in January.
Harper, who was to later address the first Conservative-led Parliament in 13 years, told the police association that fighting crime was one of his top five priorities.
"We are going to hold criminals to account," said Harper. "This government will send a strong message to criminals: If you do a serious crime, you're going to start doing serious time."
He vowed to keep his campaign pledge to demand tougher sentences for gun and drug offenses and won prolonged applause for his campaign promises to crack down on parole and do away with mandatory supervision, the practice of releasing most convicts after two-thirds of their sentences.
Harper also promised to get tough on child pornography and improve the national databank of DNA samples of convicted criminals.

Why could Stephen Harper be Mabus?
He is one of the founding members of the Reform Party. He served as an MP from 1993 to 1997.
In 2002, Harper became leader of the Canadian Alliance. He successfully reached an agreement to merge the Canadian Alliance with the Progressive Conservatives in 2003
Harper was elected leader of the new Conservative Party in March 2004.
In the race for the January 2006 Canadian Federal election, the Conservative Party leads in various opinion polls.
Some of the Harper's policies including scraping the gay marriage bill, abandoning Kyoto, joining the controversial U.S. missile defence system, putting miltarys in cities, and putting troops in Iraq.
Harper carries some regional baggage. He co-signed a letter proposing that Alberta build a "firewall" around itself by getting out of the Canada Health Act and create its own pension plan. He once described Atlantic Canada as suffering from a "culture of defeat."
Harper is reported to be pro-American and a right-wing extremist. He has attended a Bilderberg meeting in 2003.
