Time out possibly

could be taking a time out, not entirely sure.
Basically, I got a 2meg connection just over 2 months ago, to be honest, never really saw any improvement but figured one of them things, like dodgy connections etc etc seeing as I use P2P programs for 90% of my connection time, always figured the person uploading was crap.
Anyways, I finally had enough, contacted my ISP, and they told me to do a speed test, turns out, I was right, I had been paying for a 2 meg connection but never had one! Was on crappy 512.
They said that bt (the AT&T of england) was to blame, and they spoke to them, apparently I'm too far away from my local exchange.
Decided to do some research, for a 2mb connection I need to be at the most 3.5km away from my exchange. Turns out, I'm roughly about 2km.
So...... waited all day for someone to phone, nobody calls, just phoned a premium number to speak to some bozo who know's nothing about it, but assured me someone will call me back, and also said that I owe them a months money.
Well, I'm obviously not going to pay them anymore cash, especially as I'm paying twice as much for a service I'm not recieving! (so I stopped the payments)

Anyways, I could have got 512 for free, and cheaper and in less time, so, waiting for them to phone me back, and tell me I'm going to get my 2mb connection. If they don't then firstly, I'm going to raise hell, secondly, I'm going to get all my cash back (Over $400) and thirdly, possibly talk about compensation.
Anyways, I don't know if they are going to cut me off, or what, so we'll see what happens.
