I have never heard of soil that is 28% N. You sure it is not straight up manure? If it is some how 28% N nothing is going to grow.

Lol I dont know, I've never bought soil before but this is the shit I saw in the garage. Now all I know is what I've learned and I learned that when theres 3 sets of numbers sectioned off by a "-" then thats the NPK. So yeah it was 28-3-4...
