first timer with a lot of questions

I've been reading a lot, but still don't seem to have a handle on things.

Here's my situation: I want an inexpensive, small setup. Looking to grow only 1 or 2 plants at a time. I live in an apartment with a small backyard and patio (yard is about 10 x 15 feet). I have a 6 foot high fence all around the yard and patio. Neighbor is directly on other side of fence.

So my questions are:
-Should I grow inside or outside or do a combination?
-I am kind of confused about the veg/flowering stages. When does each stage start and end? Should I have light on the plants 24 hours a day during veg? Flourescent light, right?
-Do I definitely need an HPS for flowering? Or could I try to do that outside?
-Hydroponic or soil?
-These are the seeds I ordered (from seedboutique). Which should I try first? Did I order all the wrong seeds? I figured the feminized seeds would be easier for a beginner.

I just started growing but if you want use my advice
indoor my friend you obviously have no were to grow outside
use 18/6 or 24 hours of light for the begining stages once you want to start getting buds switch to 12 hours of light the plant will realize the seasons ending and its time to start veging
my friend got a pound of 4 4ft florescent lights at homedepot about 10 bucks each
soil is better unless your advanced hydrophonics is too expensive i think
id go with the 4 easy bud seeds because white widow and nothern lights have less of a yield than just middies but if your looking to just smoke it with friends and yourself go with northern lights i love it
for the soil im starting off in miracle grow in medium sized paper cups i have pictures im going to transplant the plants once old enough into 3 gallon pots with miracel grow and scotts soil onm the inside
2 bags of soil 12 bucks
2 florescent light 24 dollars
paper cups 1 dollar
timer 20 dollars
aluminum foil is 3 dollars
clay pots you choice about 5 dollars each
fat fuckin bag of weed priceless
my setup was the same as my friends hes gonna help me all the way he got over a pound in 2 months we both got supplies for under 100 dollars

ello m8 right i would do an indoor grow if you decide to do an outside grow it definatly dont want to be in ya back yard cause the smell will draw attention and ya dont want to be cault with that in ya yard
indoor in a closet or a big cupbaord
veg and flowering stages should be from seed at a vegging cycle of 18/6 light
for the first 2 to 3 months or up to half ya hieght in ya grow room using a blue spectrum bulb
then switch to 12/12 light up untill harvest under a red spectrum bulb and what ya wanna be looking for is milky coulour and/or amber colour crystals a 50/50 ratio of them would be good then harvest ya bud
you could use soil or hydro inside but if ya are a beginner i would use soil
one seed per 5 gallon pots using a bog standard potting soil not miracle grow cause the ferts in the soil can burn the leafs
and get a separate nutrient supply some thing like canna terra for vegging then get the canna flores for flowering
as for ya seeds i would start with white widow im growing white widow and they are going fine
but for all ya indoor future grows i would maybe get an indica strain they grow shortish and bushy and are easier to grow indoors
you did right in choosing feminised seeds cause they have a 95% chance of being female which is what we are looking for
also have a couple of fans blowing on the plants as this helps strengthen the stem which will help it take the weight of the bud
