1)I have a small HYDRO system. Currently the plants are about 4 weeks old and are averaging 13 hours of good (BLUE) light a day. Is this a good amount of light? Should I change it and if so to what and when?

2) In this same scenario is it too early to 'top' them? If so do I just clip the top leaf cluster or what? Does toping promote females to show early, is that why its helpful to to determine sex?

Any advice would be greatly appreciated. Thanks!!
