Okay, I looked it up, and there are a few RARE cases where someone has contracted an STD by contacting an infected toilet seat, but the bacteria will only be passed to someone else's bum-bum after 2 hours from when the infected person sat on it. That 2 hour window was when your friend sat down. Shitty. So basically your friends is REALLY unlucky because it hardly ever happens. Ever.
