So in college you can get busted for going on sites and downloading shit what the hell thats lame i thought youd at leastget some more freedom!

As Fabolous said, the best thing to do would be to use a Proxy server (such as SOCKS) or similar such scheme. To the people monitoring your network traffic, all they would see is a constant connection to the proxy server, when indeed it's that server that is connected to the bittorrent site. This way your laptop is not actually making contact with the content or server in question- as another server is sitting between you and the internet.
Besides, do you really want your IP address given out to ever site you visit? That is plan silly. In this day and age where the MPAA, RIAA, and justice dept. serving more and more subpoenas on ISP's to find out the true identities of users, this makes more and more sense.
Combine this with encryption, and port tunneling, and it makes it rather difficult for a network administrator to figure out what you are up to. I should know, since I am largely involved with ISP's and advanced inernetworking, and set up such systems. In any case, proxys are your friend, and using the right tools and having them setup properly will give you a bit more peace of mind.
I would also check out Tor from our friends at the EFF, as this makes the "discovery" process somewhat more difficult...

Silly ass! Whenever someone says I might get caught for using edonkey net and torrents, I just say the only way they can find me is if I'm at a college dorm room.
I recommend you make a Remote Desktop Connection to a PC back home and use that to DL then out the DLs on discs and bring it back to your dorm.

There's a few ways. If it's a laptop get a wireless router and pick up a signal away from your school. Don't share any of your files, it's so easy to pick up on a connection constantly pinging multiple places, so if you aren't sharing it's harder for them to spot. Set yourself up with a dynamic IP. The problem is, I don't know how they're picking up on you, so it's harder to tell you how not to be seen.

U could look at somehow setting up your own server off campus that is connected to the internet, then use a VPN (virtual private network) to connect to your external server and do it that way??

that's basically the theory behind the wireless router, except with wireless you can sometimes pick up on default networks, or specific networks for a price.
