Yeah, but the Nevada law also details how the State is going to sell weed to keep it out of the hands of the Black Market.

And in Nebraska it's decriminalized, but not legal. You just get a fine. Nevada's going for 100% legalization

The state is not going to be selling marijuana, it is going to be regulating it. The text provides regulations on liscenses and where it can be sold. You could still sell it from person to person, but with legalization it won't be nearly as profitable as it used to be
