It's the scare crow. It gets boring making sure birds dont eat all the food in the garden and he gets stoned to help pass the time. My brother said that we have the same thing in our garden.

dude, you guys do know that alot of ppls work the night shifts, like me, im am getting a job at the mill working nights and weekends, so u know theres could be a few ppls down your street that work the night shift or it could have been one of your nebahors going out on there back porch to smoke a cig and smelt the weed and saw some one out there
