When is the best time the water(feed) the plants in veg stage when lights are on or off any input on this would be helpful Thanks

When the lights are on would be the easiest. You can use a pure red spectrum bulb in the dark to water but (it causes stress hehe)
Just a little though as plant only use 5% red light

I dont think your gonna get a accurate feeding time or w/e lol. So my best advice would just be mix some nutes in with the water and water it good enough (with the lights on) and hope for the best.

MORNING when lights first come on is my personal favorite.

If you mist your plants as well, then obviously do it when the lights are off otherwise you'd burn the leaves, but that pretty obvious.

ISN'T IT A GREEN LITE THAT YOU CAN USE WITHOUT PROBLEMS? I HOPE SO,, THATS WHAT I'VE BEEN USING.

BUT I WATER AN HOUR OR SO AFTER MY LITES COME ON, VEG AND FLOWER. THAT WAY I GET NO MOLD AND THE BABIES ARE AWAKE TO GET THE DRINK.

As long as it is not yellow wave lengths and blue wavelength that look green. Green led lights at 562 nanometers should be ok.
