Nope. Hologen lights don't have the right light spectrum, no matter how many watts you have.

Alright.. I just foun some fluorescents!! right in front of my face the entire time!! I'll check the wats in a bit, my mom just got home.. I have two of them. One is a free fluorescent light with the two little nob things at each end. and the other is smaller and connected to the same thing that the light in the poolhouse was. It has two stray wires in the back.. how the hell do I hook these things up!?

Well, I don't know how much is in the smaller one, but the larger one says "25W".. but on the box it said 40 somethin. The smaller one doesn't have a wats mark on it.. blah. I can measure them though, hold on..

the big one is about 47½ inches long
the small one is about 23 inches long..

how do I hook em up?

Nope.. just two wires in the back, a red and black one. about 3 inches long each.

Haha.. I don't have a basement. I have an attic? and I think that device is in my sister's room, not sure though. How would I install it into there? Nope, don't have it. But DON'T TRY TO WIRE IT YOURSELF!!! You'll get severely shocked!!! I think you just better buy a compact fluorecent, they cost $10-$20. They're perfect for your situation.
