Mylar gives the best results but kinda costly.

I am not trying to insult you just trying to help you.
Your lights need to be right on top of your plants(without burning them) you are already running to small of a light for the number of plants you have.
Think of light to plants as calcium to us.
Do you have a fan on them? A swivel fan adds to natural strength like wind simulation if you dont have one on em get one it will help.
With your setup you will produce very small yields and the buds prolly wont be to potent.
I would say you need 100 watts per plant to reep the benefits of your grow.
You would be alot better off if you keep the setup you have to only do a few plants at a time I do understand you wanting a bunch in case some go male which usually happens but if your light cant support your grows than getting all females wont do you any good.
What kinda ferts you using?

Edit: I just saw you said bag seeds. Get atleast a 400W HPS(400W MH and HPS recommended)and I will hook you up with some real seeds.Marijuana cannot induce a lethal response as a result of drug-related toxicity.
