If he does win, the big problem is that, in Texas, the Governor has about as much constitutional power as a bag of Cheetos. The Lieutenant Gov is actually substantially more powerful. The Lt Governor is elected independently of the Governor, and does not answer to him. Also, the Lt Governor presides over the legislature - he and the Speaker of the House can make life very difficult for any Governor that tries to push through "radical" legislation that steps on too many toes...
