Some new growers can't control heat with their resources. Not using a reflector is one way to combat this.

Some experienced growers may vertically hang several bare bulbs between plants, not so much over them. This gives amazing light penetration to all buds (again, with many bulbs)

But others choose to just let their light dangle in space...without a reflector... What are the advantages of having no reflector???? More lumens????
