That being said, it looks like you could be charged with the Class C felony of 'Taking a Motor Vehicle Without Permission in the Second Degree' punishable by up to 5 years in the joint and Frank may be charged with the same in the first degree. And did you say that Frank is on his second strike, like this would be the third for him?

well... frank is on probation, and he already has 2 strikes agints him, and i know in the state of Washington, if your on probtaion, you have a 3 strikes your out, hes on probation for vandlism he tagged the school, then for stike #2 he tagged his ex girl friends house, and so if he gets chraged with this, then hes got all the vandlisum charges on him to.
