lower is better for flowering, 50-60rh is good for vegg.

really depends on the temperature..
if your grow room is hot... 78+ degrees...
you need to really watch the humidity and keep it LOW...

Is there a cheap and inexspensive way of measuring humidity in a small space (like a closet)? If there is, Im not expecting it to be massively accurate - but as long as it gives me an idea, then thats fine with me

Yeah, go to osh, spend $18 USD (I think) its cheaper here in the UK, and grab an electric thermometer, with temp on top, and humidity on bottom.
