Having worked for Bellsouth DSL I know for a fact these details are logged every time someone logs in over PPPoE. Tracing an IP address back to its user is easy as long as you have a timestamp to go along with it. Lots of broadband providers set DHCP leases to allow users to keep the same IP address for weeks at a time, even if they reboot or relogin. This makes it pretty simple to go back and audit logs.

You're right, the average user has nothing to worry about. But what about the subcools, Fets, and Zandors? Don't we WANT those guys posting here? The game has changed significantly for those types since the OG mess began. I imagine many will be asking themselves if it's even worth it to be online at this point.
