Nope. They can't arrest you on basis of having pot in your system either. They must have evidence that you somehow possess or distribute it somehow.

A doctor would lose his/her license for releasing confidential information. the only situation in which they're allowed to release information is if you tell them you plan to hurt or kill somebody. Even if the doctor told the cops you were smoking a joint right in front of him, it would be inadmissable in court.

The exception would be if you are a minor, and you tell the doc you smoke pot with your parents or that they gave you the pot. Then it reverses and the doc is probably required to report to CFS because of the child abuse laws. I'm not positive but pretty sure that giving illegal drugs or even legal ones like alcohol to your minor children is both illegal and considered abusive. If that's the case the doc is required by law to report to Social Services who would then get the cops involved.
