you misunderstand (i think)...they have up to 72 hours AFTER they place a tap to get the approval if they feel it is warranted. If I understand correctly, if a call comes in from known terrorist leader Joe Al Queda in Syria, and is received by Joe USCitizen in Detroit, they can monitor the call and have up to 72 hours after the fact to get the approval.
