It's not only about temperature it is about amount of sunlight, you should start your plant indoors for at least a week to let it sprout and grow a little, but you should let it grow for a few weeks and transplant it outside on the first week of spring. Im almost sure that during spring we recieve 12 hours of darkness and 12 hours of light, which is the amount of light and darkness need to get a plant to flower. Im not sure if I understood you but I think you want to grow outside during winter. This wouldn't work unless you got prefectly breeded seeds, winter doesn't provide enough sunlight. But if you are sure that you have a plant that can survive the cold, then go for it I guess. But I say just plant the seed in the ground during the first week of Spring... but if you can wait I'd say start them now transplant them later. Don't start too soon, If you let the plant grow indoors for more than 4 or 5 weeks it will take time and effort to get it to adjust to the sun's light.
