Do some searching for Canadian immigration laws. They are just as strict as any other country. Really you cannot petition the government to stay permanently unless you are somehow an asset to the Canadian people or have strong ties there. By asset I mean a contributing professional like a doctor or teacher. The easiest way to be granted lengthy stay and eventually permanent residence would be to go to university there. I'd have to search myself to recall all the specifics but needless to say it isn't as easy as crossing the border and looking for an apartment.
