If nobody attends an election... if nobody votes.... the election cannot be considered to be "representing the will of the people"...

"Nobody" could be definied as a small percentage... I would guess that if less than 40% of the voting population didn't "vote", the race doesn't count.

I'm not a lawyer or expert, but this is what I think is right.
