Do you have drain holes in that current container? If not, your plant is maybe suffering from root rot and that will kill your plant. Transplant a.s.a.p if not in a container with proper drainage.

If it isn't the container, the next problem could be underwatering or overwatering. You must give us more info. for a proper diagnosis.

Only water when the soil is dry. Do not water so much that the soil is mucky/muddy. Dip your finger about 1inch deep into the soil. If it is moist underneath, do not water.

Just so you know, the top soil will appear dry at times, but always do the dip test to make sure.

    Peace

I do water twice a day bit VERY VERY LITTLE once in the morning and once at night but i just added those CFLs in there and they dont seem to have heat so there for the soil should stay more moist right? so with those CFL`s how often should i water??

its good when you water to water untill a little goes out the bottom. this way you know all the soil is moist and the roots can grow into it.
also take that splint away it doesnt look like it needs it and give it light breeze from a fan. this will also help get the water out of the soil before it rots your roots
make sure your water is at a ph of 6 also.

imo,i do just lik ur doing, with little amont of water, only let it dry out and dont water twice a day.considr the plant size and cup size on amont of water.tak anotherpot sam size and soil mix as the one ur growin in,weigh its dry weight, wen plant ur growin weighs this amont or a little less water.i can get buy with watering a seedling as tall theoneur growin with 1 ounce of water.wen it starts usin that amont in one day, instead of 2-3 days ,up the amont by a 1/2 ounce or a little less.u can go by table spoon to at this stage,2 tablespoons=1 ounce.there are diff. ways of doing it too, with the watering.
