i would say put one light directly over each plant a few inches high. For 30 seconds put your hand in the space between the light and the plant, if it doesnt get hot for your hand, then its most likely a good distance from the plant. as the plants grow theyre going to need more light, so if money is an issue i would suggest to try to add a new cfl about every week. i dont think theyre more than 10 bucks, and that way in a few weeks when the plants really need the light it will be available. good luck!
