Keep CFL's close as poss' to plant but don't burn! Place thermometer with the leaves and check the localized temp after a few hours....If the temp is below 25 degrees celcius...lower the lights a bit and check again untill you have the least possible distance between light and leaf

a fan would be good to help stem strength, and keep heat away
I still think HID's are the way....Sorry to harp on it so much

those look like red spectrum lights from here look into 5000k lights for sproutings and veging also it looks kinda dim in there the safty baskets alright but the top of that makeshift chamber could be covered in dullwhite paper or some tinfoil dullside reflecting, as for that fan i hope its not on to strong could do more damage then help lights should be facing upwards not directly at the plants for air circulation and alil breeze not a full on hurricane especially early in development..by the way thanks for dropping by my thread

Cover up that opening in the front. No light leaks what-so-ever, unless you want more males than females. No light can come in when that light is off, 0 light!
Other than that, looks fine. He has a fan blowing on there, right on
Peace

When I first started, I used 24/0 for quick growing, but after using 4 different seeds, different strains, I got 4 out of 4 males.
I switched things up and started using 18/6. 6 out of 6 grows now, all from seed, diff. packs, diff. strains, have all been female.
I believe the plant does need some down time. Using 24/0 lighting is constant, bright light, and in my opinion, that stresses the plant out.
24/0 lighting should be used for clones. When you take clones off a female mother plant, you know they're female, use the 24/0. Starting from seed is a little more delicate because there is a 50/50 chance, not a 100% chance.
This is from my own experience though, and everyones green thumb variesHope this helps.
Peace
