Buy the biggest MoFo CFL you can get your hands on. They have on the box XXX Watts... which is the big number.... which is the "false" number.
The highest number printed: that's what they're comparable against a regular incandescent.
The lower number printed: that's the actual consumption of the bulb.

If you have $ and time, order some Envirolites online... or from a local hydro store. Those are big growing CFLs... they come in "Red" and "blue" spectrums. One for veg the other for flowering.
