yai was jsut wondering if a 70 w halogen would be a better light then a 100 w cfl....?

Too much heat + wrong spectrum.

The highest number printed: that's what they're comparable against a regular incandescent.
The lower number printed: that's the actual consumption of the bulb.
If you have $ and time, order some Envirolites online... or from a local hydro store. Those are big growing CFLs... they come in "Red" and "blue" spectrums. One for veg the other for flowering.
