The feds have been trying for years to find any way they can to control the internet. Fortunately, it has become so gargantuan that they really have missed out on the oppurtunity. In China they have very strict govenrment controls on internet traffic and day by day, their attempts to control the flow of information in and out of China has been crumbling. The US government is no different...between the left and the right, they have attempted to control every aspect of out lives. This particular instance is a blatant attempt to "crack down" on all of the bloggers that have become such a thorn in their sides. I suspect that it will eventually be shot down under the first amendment. Freedom of speech does not require identification.
