Amphetamine or methamphetamine freebase is a liquid, it is VERY unlikely you'll ever see it in that form. But anyway, half a quarter should be plenty for a first time. In general the freebase of a drug needs to be smoked, while the HCL salt needs to snorted or injected. Meth (and it is almost certainly that, as opposed to amphetamine) is an exception, in that is very smokable, even as the salt. But I've never heard of any drug refered to as "billy", and when most people say "base" they are refering to cocaine, in which case it would need to be smoked. But really you need to ask your friend what it is, doing unknown drugs is a bad idea.
