It's not tolerated in the UK! Growth, possession, and supply are still illegal and different policing regions may still prosecute for all offences as standard policy. Don't be fooled by the reclassification down to a class 'C' drug. Although it is officially national policy that personal amounts will be confiscated and a warning given, you can still face prison for possession of even a small amount of cannabis. Check the news on google.co.uk, you'll see people in court almost every day for cannabis 'crimes'.
