its all about the loopholes...

technically, there is no law against seeds. but they can classify them as live plants, therefore they're illegal.

but, if the seeds are either treated to be ungrowable, or if they are hemp and contain no THC or any other psychoactives, they are legal.

but if they're packaged right, they wont be found, so it doesnt matter. be sure of one thing tho, have the package shipped to an address, not a name. then if caught, you can deny it.
