Definitely personality. I'm not looking for random hook ups, which are the only reason I can see putting looks first. Like most people, I have a lower limit on the looks part, and physical attraction is an important part of a healthy relationship, but I'd rather date a decent looking girl who is smart, funny and in general a good match personality-wise than a fairly uninteresting girl who could be a supermodel.

Personally, I'm pretty shallow, so if I meet someone in real life then to begin with unless they're physically attractive, I won't be interested. Having said that however, I find that especially when watching TV there'll be a character whose personality is so fantastic that I can't help wishing they were real.
