Ordering seeds

Would I be better off ordering my seeds before I moved into a new
apartment? I figure it's less paper trail showing where the seeds will be
grown. They can obviously figure it out though, does it really matter?

What are some good seed companies, and feminized seeds, does that mean
they are more likely to be females?
