Although cannabis is technically illegal to possess and sell in the Netherlands, the Dutch government allows certain cafes to sell cannabis openly and individuals to smoke cannabis. In March of 2003, the Dutch government changed the law to allow doctors to prescribe cannabis for medical purposes through pharmacies.
