god damn dude, no u were not high so dont say you were. You dont get high off paper that had weed in it.

1. Get some more weed, dont drop it on the ground.
2. Learn how to make a fucking decent pipe out of foil.. u dont just make a tube u fuckin bend it so that there is a small hole that only smoke can get through, not the weed.
3. Get a fucking lighter because you cant smoke with fucking paper matches
4. Learn how to really smoke before wasting the weed
